About Harford County Housing Agency

Housing & Community Development works to provide affordable housing opportunities for low and moderate income residents of Harford County. We administer a range of Federal, State, and County funded programs providing opportunities for affordable home ownership, loans and grants for special needs housing programs, rental assistance, renter protection through Livability Code enforcement, first-time homebuyer, housing preservation, foreclosure prevention, economic mobility, family self-sufficiency, and financial literacy.

We encourage and contribute to the development of healthy, productive, self-sustaining communities throughout Harford County, by creating partnerships with the municipalities, public agencies, civic and community members to identify and begin to address the needs of the citizens and the communities that live within.
